On May 7, the State Administration of radio and television, the Internet information office and other departments issued the opinions on standardizing webcast reward and strengthening the protection of minors, saying that the new format of webcast is rising rapidly, and the problems such as the lack of responsibility of the main body of the platform, the good and bad of the anchor and the anomie of reward behavior occur frequently, resulting in minors indulging in webcast and participating in reward, which seriously damages the physical and mental health of minors.
The above-mentioned departments said that in accordance with the network security law of the people's Republic of China, the law of the people's Republic of China on the protection of minors and other laws and regulations, they now put forward the following working opinions.
1. Minors are prohibited from participating in live rewards. The website platform shall adhere to the principle of being most beneficial to minors, improve and improve the protection mechanism for minors, strictly implement the requirements of the real name system, and prohibit providing minors with cash recharge, "gift" purchase, online payment and other reward services. The website platform shall not develop functional applications to attract minors to reward online, and shall not develop various "gifts" to induce minors to participate. If it is found that the website platform violates the above requirements, measures such as suspending the reward function and shutting down the live broadcasting business shall be taken strictly.
2. Strictly control minors from engaging in anchor. The website platform shall strengthen the registration, review and management of anchor account, and shall not provide network anchor services for minors under the age of 16. If providing network anchor services for minors between the ages of 16 and 18, it shall obtain the consent of the guardian. Strengthen daily supervision over the use of the so-called "online popular children" live broadcast for profit, strictly take disposal measures if illegal accounts are found, and investigate the responsibility of relevant website platforms.
3. Optimize and upgrade the "youth model". "Youth mode" is a beneficial way for minors to watch and use after strict content selection. Based on the existing "youth model", the website platform should further optimize the product model and content presentation, and continue to increase the supply of live content suitable for minors. Strict content audit process, equipped with a special audit team appropriate to the business scale, not only select the best, but also eliminate the "three vulgarities", so that parents can rest assured, children are satisfied and society is praised. It is necessary to optimize the mode function configuration and present it in a prominent position on the home page, so as to facilitate teenagers' search and parental supervision. It is strictly prohibited to provide or provide various "star chasing" services and recharge reward functions in disguised form.
4. Establish a special service team. The website platform shall establish an exclusive customer service team for minors to give priority to the acceptance and timely disposal of complaints and disputes related to minors. If a minor uses an adult account for reward, the website platform shall check in time on the premise of protecting privacy. If it is true, a refund shall be handled in accordance with the regulations. For the website platforms that provide reward services for minor users in violation of regulations, as well as the brokerage agencies and network anchors who know that the users are minors and still induce reward, strict disposal measures shall be taken.
5. Standardize the application of key functions. The list and "gift" are important functional applications to attract teenagers to "onlookers" for interaction. The website platform shall cancel the reward list within one month after the publication of this opinion, prohibit ranking, drainage and recommendation of network anchors based on the reward amount, and prohibit ranking users based on the reward amount. Strengthen the standardized design of the name and appearance of "gifts", and do not induce users through exaggerated display, rendering special effects, etc. Strengthen the safety assessment of new technologies and new applications on-line, and do not run various functional applications with the reward amount as the only evaluation standard on-line.
6. Strengthen peak hour management. From 20:00 to 22:00 every day is the peak time for teenagers to surf the Internet, and it is also an important time point for standardizing webcast. During the daily peak hours of the website platform, the number of "even wheat PK" in the live broadcast room of a single account shall not exceed 2 times, the link of "PK punishment" shall not be set, and the technical implementation method for "PK punishment" shall not be provided to avoid inducing and misleading minors. When the "regular" mode or "compulsory" mode is available for teenagers, all services shall not be provided in the "daily guarantee" mode.
7. Strengthen network literacy education. Encourage schools to carry out network literacy education for minors, and cultivate minors' network security awareness, civilized literacy, behavior habits and prevention skills around network moral awareness and code of conduct, network rule of law concept and code of conduct, network use capacity-building, personal and property security protection, etc. Guide minors' guardians to actively learn online knowledge, and strengthen the education, demonstration, guidance and supervision of minors' use of the Internet. We will support all sectors of society to jointly carry out publicity and education to promote minors to broaden their horizons, improve their quality, cultivate their sentiment and delight their body and mind.
