Apple usually provides the public beta of IOS, MacOS, tvos and watchos to its public test team, but the homepod software updates tested until today have always been limited to specific groups of invited testers. Apple said in the website page of the test software plan:

Up to now, Apple has not officially provided homepod 16 software beta to developers, so Apple may plan to release both the developer version and the public beta later in the summer. Apple previously said that testers of the public beta would begin to obtain it in July.
