The First 5g Satellite Radio Interface International Standard Led By China Has Made Significant Progress

The second working group of the fourth research group of the International Telecommunication Union (ITU-R SG4 WP 4b) held its 51st plenary meeting on May 9-12, 2022. More than 100 representatives from China, the United States, Russia, France, Brazil, South Korea, Japan and Ericsson, INMARSAT, Thales and other companies attended the meeting.

At this meeting, the main part of the imt-2020 satellite radio interface international standard report, led by China Academy of information and communications (hereinafter referred to as "China Academy of information and communications") and jointly approved by CITIC mobile, China Satcom, Huawei, ZTE and other units, has been completed, The standard name is determined as report ITU-R M. The research report is expected to be completed in 2022 and submitted to the SG4 plenary session for review. Meanwhile, ITU will issue a circular letter to solicit candidate technologies for imt-2020 satellite. ITU plans to evaluate the received candidate technologies in 2024 and complete the standard proposal for 5g satellite radio interface in 2025.

Imt-2020 satellite radio interface vision and requirements standard report specifies three application scenarios of 5g satellite: embb-s (enhanced mobile broadband satellite), mmtc-s (massive machine type communications satellite) and hrc-s (high reliability communications satellite). In order to meet the needs of diversified application scenarios, the key performance indicators of 5g satellite are more diversified. At present, thirteen key performance indicators are defined, including rate, spectral efficiency, delay, traffic density, reliability, mobility and bandwidth. In addition, this standard also specifies the evaluation criteria and methods for evaluating candidate technologies, and points out the direction for formulating detailed specifications and suggestions on the radio interface of 5g satellite.

According to ITU regulations, 3G, 4G and 5g mobile communication systems include ground part and satellite part. In the past 30 years, the industry has attached great importance to the ground part and made great achievements. With the increasing demand for global coverage and integration of heaven and earth, the satellite part of mobile communication system has gradually attracted the attention of the industry.

The integration of ground 5g and satellite communication system is mainly carried out in the issue of next generation satellite access technology (NGAT) of ITU-R SG4 WP 4B. Under the leadership of the China Academy of communications and communications, the research work on this topic was actively carried out in conjunction with CITIC mobile, China Satcom, Huawei and ZTE. In order to promote the standardization of 5g satellite communications in China to the world, the Chinese Academy of information and communications has actively arranged in the ITU-R WP 4B working group, steadily promoted the work related to 5g satellite standardization, and strived for the voice of international standards in the field of 5g satellite.

Since the 49th meeting of ITU-R WP 4B in February 2021, China Academy of communications and communications has submitted relevant manuscripts to promote the research on the technical standard of imt-2020 satellite radio interface. In order to ensure the smooth progress of 5g satellite standard work, in the meeting in July 2021, the Chinese Academy of communications and communications submitted the project proposal on the imt-2020 satellite radio interface vision and requirements report on behalf of China. After several rounds of debate with representatives of the United States, South Korea and other countries, the meeting finally adopted the project proposal put forward by China, and took the working draft of the vision and requirements report submitted by China as the standard baseline.
