According to the notice, in order to implement the deployment of the 2022 government work report, support the consumption of new energy vehicles, guide rural residents to travel green, promote the overall revitalization of rural areas, and help achieve the goal of carbon peak and carbon neutrality, the Ministry of industry and information technology, the Ministry of agriculture and rural areas, the Ministry of Commerce and the National Energy Administration decided to jointly organize a new round of new energy vehicles to the countryside.

While encouraging cars to go to the countryside, the notice also encourages all localities to introduce more policies to support new energy vehicles to go to the countryside, improve the use environment of new energy vehicles, and promote the construction of rural charging and switching infrastructure. Encourage enterprises participating in rural activities to develop more reliable, advanced and applicable models, increase incentives for activities, and strengthen after-sales operation and maintenance service guarantee. In addition, enterprises in the new energy automobile industry participating in rural activities are encouraged to actively participate in the "double product online shopping festival" and various online promotion activities spontaneously organized by various platforms, support enterprises to cooperate with e-commerce and Internet platforms to hold live broadcast or online car purchase activities, and attract more consumers to buy through online promotion.

It is understood that this round of new energy vehicles to the countryside will last from May to December this year. During this period, several special sessions, tour exhibitions and enterprise activities will be held in Shanxi, Jilin, Jiangsu, Zhejiang, Henan, Shandong, Hubei, Hunan, Hainan, Sichuan, Gansu and other cities, counties and districts.

This year, compared with 2021, the number of participating brands and models has increased. This year, a total of 26 enterprises participated in the automobile going to the countryside, including FAW Group, Dongfeng Motor Corporation, Chang'an Automobile, SAIC Group, SAIC GM Wuling, FAW Pentium, Dongfeng Xiaokang, GAC ea'an, GAC Toyota, BAIC Foton, Great Wall Motor, BYD, Chery, JAC, Weima and other brands, involving more than 70 models, 8 more than the number of participating enterprises in 2021, and nearly 20 more models.

In fact, choosing to promote new energy vehicles to the countryside is also a focus on the incremental space of the rural market.

At present, the domestic auto market is undergoing a period of adjustment. According to the data, the domestic automobile sales in the first four months of this year were 7.691 million, a year-on-year decrease of 12.1%. However, the production and sales of new energy vehicles were 1.605 million and 1.556 million respectively, with a year-on-year increase of 1.1 times, and the market share rose to 20.2%. Yanjinghui, a member of the expert committee of China Automobile Circulation Association, said that new energy vehicles coming to the countryside may find more room for their growth in large quantities, thus further promoting the recovery of the automobile market.

According to the data, the number of cars owned by 100 households in rural areas has increased from 9.9 in 2013 to 22.3 in 2018. At present, the domestic automobile growth region is expanding and transferring from the east to the central and western regions, from the first and second tier cities to the third and fourth tier cities, and from cities to villages. Industry insiders predict that according to the average annual growth of rural residents' disposable income of 10%, the number of rural cars per thousand people is expected to reach 160 by 2030, and the total number of cars will exceed 70million.

It is predicted that from 2021 to 2023, the cumulative sales of vehicles in rural areas will reach 9million. If these demands are replaced by electric vehicles, it will drive the consumption of new energy vehicles up to 500billion yuan. If we can grasp this market well, it will contribute hundreds of billions of sales to new energy automobile enterprises. This means that although the car ownership in the first and second tier cities is gradually saturated, there is still considerable incremental space in the rural market.

According to the data, in 2021, the sales of new energy vehicles to the countryside reached 1068000, a year-on-year increase of 169.2%, about 10 percentage points higher than the overall market growth rate, and the contribution rate was nearly 30%. Wanlian Securities said that with the implementation of the policy of new energy vehicles to the countryside, the automobile consumption demand suppressed by the epidemic is expected to be effectively released, and it is expected that the sales of new energy vehicles will be rapidly increased in the short term.

In fact, the reason why we choose new energy vehicles to go to the countryside is that new energy vehicles can better meet the needs of rural areas. In 2020, the China electric vehicle 100 people's Association released the investigation report on rural electrification (hereinafter referred to as the report), which believed that the individual travel needs of rural residents were highly matched with the mileage of small electric vehicles. In terms of consumption level, nearly 70% of rural households have an annual income of more than 50000 yuan, and the budget for purchasing cars for rural residents is concentrated within 70000 yuan, mainly around 50000 yuan.

In addition, the report shows that the range of 200km can basically meet the daily travel needs of rural residents. In the field survey, 19.8% of the surveyed rural residents have an expectation of 100-200 km of electric vehicle range, and 36.4% of the rural residents have an expectation of 200-300 km of electric vehicle range.
